[issue53] Run SuSEconfig after package operations

SUSE is very dependent on SuSEconfig to setup some files and options on the
system. After every package operation YOU and/or YaST always run it, so this is
a mandatory operation o SUSE.

Smart needs to have such a feature, otherwise some things can be broken, or
package installations can get incomplete, thus leading to possible system
inconsistencies.

Some pelople would rather prefer not to run it, because it can slow down
finishing the operations, so it could be interesting to activate this option on
a optional basis, although pre-activated by default.

There are also optional ways of speeding execution:

# SuSEconfig -quick (Does not rebuild kernel module dependencies. Running
without this option is needed only after kernel update)
# SuSEconfig -nonewpackage (Skips  configuration  modules  that  have  to be run
only when a package is newly installed. Which means this option can be used on
remove operations)
