Yes. You are trying to install the 32bit build of smart on your 64bit system.
That's quite a bad idea, because you'd need to also install the 32bit version of rpm, rpm-python, etc...
Better install the 64bit build of smart:
http://ftp.gwdg.de/pub/linux/misc/suser-drcux/100/x86_64/smart-0.40-10.guru.suse100.x86_64.rpm
;)
And to avoid having "signature: NOKEY", import Detlef Reichelt's (drcux) package signing key first,
here: rpm --import http://ftp.gwdg.de/pub/linux/misc/suser-drcux/drcux.asc
