[issue15] rsync support

urpmi currently supports rsync, which is a great bandwidth saver. Although the 
gain for package fetching is small, it is great for updating the hdlist as 
this files changes often, but not very much. Thus rsyncing it save a lot of 
bandwidth and time. 
 
It would great if smart supported rsync for the same reasons.
