[issue6] Auto-install of i18n packages on non-english systems

apt-get has the hability to install necessary related i18n packages of any
programs on non-english systems. For example, if my system is setup to pt_BR and
I do "apt-get install mozilla-firefox", it tries to install mozilla-firefox AND
mozilla-firefox-pt_BR. Unfortunately smart can't act the same, but it would be
neat if it does. This feature would make it easier for non-english users to
achieve full usage of their distro's localization.
