[issue140] "No new packages" displayed even if file:/// repositories have some

New submission from Ville Skyttä <ville.skytta at iki.fi>:

"smart update" appears to ignore file:/// repositories when calculating the
status message at end of its output.

For example, when a local rpm-md channel using a file:/// URI has new stuff
available, "smart update" says "channels have no new packages" even if there
certainly is. I haven't noticed this with any other than file:/// repositories.

My smart version is 0.41.
