Something similar happens in text mode. It happens when Smart tries to
download from the primary server, but it can't, so it tries the first
mirror, and so on. For each time it tries to download, it shows a status
bar with no progress indication and won't increment the percentage of
downloaded packages.

I guess that's what you're experiencing in the GUI.
