ksmarttray doesn't like autoconf 2.6x

cvs.sh doesn't come from smart. It comes from KDE.
The content of the admin/ directory is copied from KDE sources and
accepts whatever autoconf version the KDE installation accepted when the
tarball was built.
Just update the admin/ directory from a KDE installation which accepts
autoconf 2.60. Example:
rm -rf admin
cp -a /opt/kde3/share/apps/kdelibs/admin .
make -f admin/Makefile.common cvs
You might want to check whether your distro has an rpm packaging
shortcut/macro for this. On SUSE, it would be:
. /etc/opt/kde3/common_options
update_admin
And ksmarttray builds fine with autoconf 2.60. The non-acceptance of
autoconf 2.60 in the release tarball is most likely not intentional
because it comes from external code.
