This is a packaging issue, and should be directed to the correct person
(in this case, Pascal Blesser).

If you have channel files with the *same* name, and the rpm package
misses the %config(noreplace), it will be overwritten always. OTOH, if
you have the same channels (urls) but with *different* file names, smart
still thinks they are different channels (despites the same url).

Yes, porably smart should delete the files after they've been added as
channels. Maybe you could post an issue on the tracker asking for this
if you think it's important.
