[issue82] Conflicting packages (esp. libraries) depended on by lots of packages freeze Smart upgrade computation

New submission from Luca Barbieri <elbion at gmail.com>:

When there is a library with two incompatible versions (with the same package
name) and there are some programs with a version that only works with the newer
library and some programs that do not yet have a version that can use the newer
library, Smart will generally more than several hours to compute an upgrade
(actually, I have always killed it so the time needed could be much more than
hours).

This is one of the cases where the problem of Smart's exponential time
algorithms is felt the most.
