One of the reasons that this could happen is that older rpms
didn't pass progress about packages without files (called "tasks"
by some) for the report hook, so Smart was not notified about what
was going on. If that's the case, yes, you're right, Smart can't
count.

Of course, this may be just a bug in the Smart progress code, but I
can't tell without looking more closely into the issue.
