[issue184] smart does not recognize a conflict when it should

Indeed the rpm-force option of Smart is currently defaulting to true, which
means files will get replaced. This may be easily changed using

  smart config --set rpm-force=no

I'm open to discuss if this is a bad choice for this flag's default value. As a
point of reference, the default value changed in december of 2004.
