I'm not sure if this is what you meant, but if you meant that using

%{_sysconfdir}/smart

instead of

%dir %{_sysconfdir}/smart

caused the removal of the unchanged config files, this is *not* the
case. They were removed because RPM always removes unchanged config
files independently of the above syntax difference (which is not an
actual difference IMHO).
