smart downgrade rpm

Hmm, rpm-3.x? That's been end-of-life for like 3-4 years.

I suspect something else ...

Try rm -f /var/lib/rpm/__db* first, verify functionality with "rpm -qa".

Otherwise send me the output of
     ls -al /var/lib/rpm
to me privately and I'll get your database sorted out.
