I have just verified that the problem still exists here Fedora Core 6, smart
0.42.  Note that this is with a rpm-md repository, not an apt(-rpm) one.

First, I had iec16022-0.2-1.cmn6 installed and in the repository.  I ran "smart
update" so that the cache was up to date.  Then I packaged
iec16022-0.2.1-0.1.cmn6 and put it in the above repository, and ran createrepo
to update the index.  Now, "smart update" says "Channels have no new packages"
but "smart upgrade" starts to upgrade the installed iec16022-0.2 to 0.2.1, as
expected.
