Smart uses urllib (Python) or pycurl (external lib) to fetch packages using
http/ftp, so those are the pieces that should respect the var.

About Python, AFAIK neither urllib or urllib2 supports the no_proxy, so you
really need to depend on pycurl.

I've seen that old pycurl had issues with it. What version of pycurl you have
installed?
