I've never seen this happening. For me, it always upgrade correctly. Have you
try downloading the devel package with wget and running "rpm -qp --requires" on
it? After that, try checking the channel file and see if this information exists
there. It's more like a channel problem (like something wrong on the package
list for the channel).
