No, --replacepkgs does not ignore filesystem clashes. --replacefiles does.

--force is the same as --replacefiles and --replacepkgs and --oldpackage
together. Only --replacefiles is responsible for ignoring filesystem clashes.

I'm currently thinking about other side-effects that --replacepkgs might have.
Right now I'm quite optimistic that there aren't any undesirable ones.
