[issue205] Smart not upgrading all package dependencies

Smart seems to not handle dependies correct when upgrading a package that for
example has a devel package. Here is a example:

cups-1.2.3-1
cups-devel-1.2.3-1 (requires cups-1.2.3-1)

When selecting cups-1.2.3-1 shouldn't smart autoselect the newer devel package
too? The old one (1.2.2-1) has an explicit dependcy for cups = 1.2.2-1 in the
rpm spec, so the newer on should have been automatically upgraded. But it
doesn't do that most the time. What really is a strange behaviour, that
sometimes it does with some packages. But the spec file and its entrys for the
require are exactly the same.

Perhaps there need to be some other lines in the spec file so that smart may
resolve it, but i have no more idea about that.

Any ideas here from some rpm involved guys?`Would be really nice to have this
solved, it sometomes really breaks the build processes....
