F***in' annoying unavailable keys...

Save all the existing pubkeys, multiple copies and all:
	rpm -qi gpg-pubkey > save_my_pubkeys

Erase all the pubkeys by doing
	rpm -e --all-matches

Verify that all the pubkeys are gone:
	rpm -q gpg-pubkey

Edit save_my_pubkeys, removing duplicates, extracting the ascii  
armored pubkeys.

Reinstall each pubkey one-by-one. Alternatively, let smart install  
the pubkeys,
but verify the install using rpm.

Check that the fingerprint in the Verify: field is the same as the  
fingerprint
in the pubkey for any/all pubkeys that smart repeatedly tries to  
reimport.
