download speed

With my slow dial-up line, I  was experiencing 'smart' stalls/timeouts
while downloading packages.

Don't know if today the network is less congested, or if the change I
made to the 'smart' configuration parameters helped, but today a
similar download is keeping on going.  My change:

 smart config --set socket-timeout=300
