[issue192] smart downloads packages it is going to remove

This seems to happen with basically every package. 
It's easy to reproduce.
I installed seamonkey like this:

install seamonkey-1.0.4-2.1 at i586

even though a newer version was available. smart did what I asked (and wanted).
Then I issued 'remove seamonkey' and then 'upgrade --explain' and you see the
output of that below.
