ksmarttray suggestions

I like ksmarttray.  So much, in fact, that I run it from my login.

Problem is, that makes kde startup much slower.  2 suggestions:

1) ksmattray should do nothing if network connection is not up
2) don't run if loadave > some_configurable_parameter
