It's not related to the gpg key.
This is an encoding error being caused by non-unicode strings with
high-bits being transformed to unicode without proper treatment.

The line above doesn't exist in the official Smart code, which means
that the problem is being caused by a patch applied by the place
you got Smart from.
Can you please tell us where this package came from, and submit
them a bug report?
