Smart tries to downgrade everything

I've found a workaround for my problem: Use the --gui instead of the
--shell. In the GUI, I can select "Hide Non-upgradeable" which shows me
just the packages which are newer. I can then install only those.

When I select "Upgrade" from the toolbar, it still tries to downgrade my
whole system, though :(
