Smart question about non root use case

Hi guys,
I need to install rpms on system without root access and I am slowly approaching numbers of rpms which is not convenient to handle manually.
I mainly need handling http repos and of course dependencies (which are actually trivial in my case). I was actually tempted to write custom tool, but ...
My idea is to hack smart to use custom path for rpm DB and custom path for smart internal db, settings etc.
So here comes my questions:
Did anyone tried that?
Any idea how hard this will be?
Any other suggestions.
