[issue43] smart-0.40 stops on installations

what i know is that for a small set of packages smart will sometimes be fine
installing and cleaning packages. on a bigger set of packages smart will stop.
it will do the install, but not the cleaning phase. creating a broken system. i
have narrowed this down to something in the config. when i delete the config and
rerun smart, it works fine again. i have seen smart do this as early as the
first package. 

this is not a package problem as i have used apt and yast to install the same
packages. smart-0.39 worked perfectly with out this issue. 

i have confirmed this with several others.
