There is no point for this issue. The file structure is defined within the
package itself, following general rules and guidelines about directory structure
and file locations. It would be very painful for any package manager to manage
lots of sub strucures, since acting like you said requires a hole new tree under
user's home dir.

If you really want to do it, get the program fonts and install by hand (many
contain instructions about private installs). Your second option is to create a
chroot environment under your home, which would require a big amount of package
installing. A more hardcore way would be User-mode Linux.

I'm closing this issue, sice it doesn't apply to any package manager's behavior,
unless someone agrees with the reporter.
