[issue21] Prevent smart from downgrading when not necessary

That's not what Smart does. It won't downgrade a package just because it's not
on any repository. It will only downgrade if it's really needed, or if there's a
package that has a higher priority available. If there's a package with a higher
priority, you may change the priority of your hand-installed package to match or
surpass the other ones.
