[issue21] Prevent smart from downgrading when not necessary

If you have manually installed a newer package version while only older versions
appear in the channels smart will downgrade the package no matter what. While I
understand the use of downgrading some packages to be able to upgrade others I
see no use for downgrading a package just because that version can't be found in
any repository.
