shell: remove + upgrade still upgrades the removed package?

This is what I have installed:
[root at pandora ~]# rpm -q mlocate
mlocate-0.14-2mdv2007.0

Now I schedule it for removal:
[root at pandora ~]# smart --shell
smart> remove mlocate
Removing packages (1):
  mlocate-0.14-2mdv2007.0 at i586   

Yet upgrade still picks up the new version?
smart> upgrade
Pacotes atualizados (1):
  mlocate-0.14-3mdv2007.0 at i586
