[issue200] smart sometimes creates a ".ICEauthority" owned by root in user space

OS: SuSE 10.1, Desktop: GNOME
If a clean login is made and the first action is to run the Smart Update Checker
applet (in sys tray), it creates a .ICEauthority file in the user's home directory .
This file then has read-only access to root, such that other applications can
not use the DCOP system no-more.

One has to:
* physically remove (as root) the related file
* log out from the desktop
* log into the desktop again
* run an application (e.g. konsole) that requires DCOP and generates the
  user's .ICEauthority file
* run smart update checker applet
