[issue119] improve equality comparison of packages

As discussed on IRC, we should try to improve the equality comparison for (rpm)
packages, by adding an additional check that compares the build time of packages
(in case it's available on both packages). The package buildtime is available at
least in repomod and YaST sources (=Tim:).

[This feature will make upgrades much easier with SUSE Linux FACTORY builds.]
