downgrading usually happens for a reason, the user is mostly happy
with.
I recently had someone complain that asking smart to install GFS on
Fedora would "downgrade" the kernel, when in fact GFS kernel support
is always lagging behind the kernel rpm releases, so when the user
asked for GFS support smart gave him exactly that: GFS support for the
latest GFS-supported kernel rpm.
