Hi,

I had a upgrade that timed out several times:
error: Failed to download packages:

(Yeah, lousy formatting, I know).

(I can understand that a resume doesn't go and search for a mirror -- too 
risky).

But afterwards I ran 'smart mirror --show-penalities' and got:

Does that mean that that download.fedora.redhat.com doesn't get penalized for 
timing me out ?
