That's a wrong assumption, files and folders may be owned by several packages.
There are some requirements though, for example files need to have the same
md5sum, ownership etc. *unless* the package explicitely states in the package
manifesto that some of these properties should not be verified.
Try reprodcuing with smart itself, e.g. no --gui. and also check what rpm -V has
to say about these two packages.
