[issue184] smart does not recognize a conflict when it should

This was reported earlier as http://qa.mandriva.com/show_bug.cgi?id=23751, but
judged to be more appropriate in this tracker.

I just tried to attach the packages described in the first case above, but Labix
produced a screenful of Python errors and was not accepting the attachments.
Please mail me a URI  where I can upload them so the bug may be reproduced. Thanks.
