[issue242] Ksmarttray do not work with autoncf 2.6

When compiling ksmarttray, with the current tarball, a message about autoconf 
appear :

+ make -f admin/Makefile.common
*** YOU'RE USING autoconf (GNU Autoconf) 2.60.
*** KDE requires autoconf 2.52, 2.53 or 2.54
make: *** [cvs] Erreur 1
error: Bad exit status from /tmp/rpm-tmp.45009 (%build)

Since autoconf 2.6 is out and is compatible with autoconf 2.5, the file 
contrib/ksmarttray/admin/cvs.sh should be updated to accept autoconf 2.6. I 
just tested and ksmarttray compiled fine.

Here is the patch I used, but maybe a better fix would be to update the 
content of the directory.
