[issue179] wrong translation files handling in setup.py

The original setup.py works correctly.  It just assumes that msgfmt be run
manually when adding .po's.

Different projects seems to handle .mo's differently.  Some create the .mo on
the fly while some store it in the svn.

It is a design decision, hence a wish not a bug, to create the .mo on the fly.

In this case, the problem is that there is an error in zh_CN which prevents the
.mo from being created.
