You need to populate the root by calling the PREIN script in the aaa_base 
package. Don't try to install aaa_base first, as it will require a number of 
other packages to be installed first, and these packages do expect that this 
PREIN script has been called.

A debian system have other requirements and you shold probably look into the 
debootstrap script/program to figure out what to to.
