[issue184] smart does not recognize a conflict when it should

This change caused at least the following new bugs:

issue 208 - Transactions that require updating a package that has been rebuilt
without bumping the release number are no longer possible. (FYI, this -
rebuilding packages without bumping the release number - is frequently happening
in openSUSE Factory.)

issue 215 - The architecture of installed packages can no longer be switched.

Both issues can be resolved by using something equivalent to rpm's
"--replacepkgs" option, without reintroducing the undesirable effect of ignoring
filesystem clashes.
