The underlying problem (the syntactically incorrect XML file) has been
fixed on ftp.suse.com. It might, however, need some time to arrive on
your favourite mirror.

And yes, deleting the cache will make smart work again. Brute force:

rm -f /var/lib/smart/cache
rm -f /var/lib/smart/channels/*
