If there is no means to distinguish between two packages that satisfy  
a dependency, yes.

FWIW, firefox.i386 will run on x86_64. In fact, mozilla.i386 used to  
be shipped on x86_64
by default.

But there's nothing wrong with expecting arch affinity from  
depsolvers ;-)
