As mentioned you can already install into another root dir, but this won't 
provide you with the functionality as debootstrap provides. When using an rpm 
based distribution smart will create the initial database for you, but you 
will typically need a few extra things to available in the new root 
filesystem before the first rpm package is installed. This something is 
distribution dependent. For SUSE you will need at least to manually execute 
the prein script in the aaa_base rpm package. Unfortunately SUSE haven't set 
up aaa_base as an requirement for all other apckages so this script 
automatically would be installed first.
For debian I expect that you need to do even more - but this you could look up 
in the debootstrap script.
