Smart 0.50 didn't include zh_TW locale?

The 0.50 announcement say that this version have Traditional Chinese
translation

but when I download  http://labix.org/download/smart/smart-0.50.tar.bz2

there is still no zh_TW locale

and in the svn branches/0.50

http://svn.labix.org/smart/branches/0.50/locale/

I can't find zh_TW

please check it out
