[issue192] smart downloads packages it is going to remove

I shall try an alternate approach. Not 'X' as in 'xorg' but 'X' as in 'X and
Y and Z'.. variables.
Me: remove kernel-source
Smart: OK
Me: upgrade
Smart: OK. I see that you have kernel-source and kernel-default installed
and there are updates available for them.
If I were to proceed, smart would download lots of stuff I don't want
(kernel-source), install both packages, remove the old kernel-source
package, and then remove the new kernel-source package, too. How wasteful!
What I am saying is that smart shouldn't consider packages you have asked it
to remove as candidates for upgrade (except as dependencies, presumably).
