smart proxy not working correctly?

Thanks for clarifying it.

Smart only ensures that the ftp_proxy environment variable is set by
the time it calls pycurl to perform the job.  Can you reproduce the
same behavior if you set the ftp_proxy variable and use curl in the
command line?
