This is a common misunderstanding of Smart's behavior. Every time you start the
program it checks for any changes on rpmdb and the channel files. If any changes
have been detected, it reads the information and updates the internal cache
database.

You will notice that the cache update takes longer after a "smart update" or on
the first time you run after an install/remove, but on the second run, it will
update faster (because nothing changed).

So, this is really not a but, it's just the way Smart works.
