It could be because DEB packages carry their changelogs "outside",
in a changelog.Debian.gz file rather than in the package metadata ?

https://bugs.launchpad.net/smart/+bug/265014 has an implementation
that works for Debian/Ubuntu/etc but not for Fink (for instance).
