[issue44] Add 'clean cache' command

If a package is downloaded but not installed it stays forever in the cache dir
(/var/lib/smart/packages). "apt-get" has a command "apt-get clean" which would
clean dis dir, or "autoclean", which activates the auto-cleaning function. I
think it would be interesting to have at least the manual cleaning command, but
in the future implement the auto cleaning feature.
