Right, SUSE is an RPM based distribution, just like Fedora.

Fedora uses yum.

rug comes from Red Carpet that comes from Ximian (now Novell).
rug is and has always been rpm based.

Right. Signature checking has been enabled in smart RPMs for SUSE Linux
since 0.42-4.guru as far as my SUSE smart builds are concerned.
You can see that from
 rpm -q --changelog smart | less
(press q to exit "less")

The command as above will disable signature checking, which will result
in the same behavior as before.
